Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Specialized experience is defined as; Experience with VA Payroll and accounting systems, VA Time and attendance system (VATAS), as well as the Defense Civilian Payroll System(DCPS) software and Defense Finance Accounting. Follows applicable regulations and instructions regarding access to computerized files, release of access codes, in accordance with the provisions of the "Privacy Act of 1974 and other applicable laws, federal regulations, VA statutes and policy. Experience researching general payroll, retirement, and TSP matters. Experience providing customer support to field station employees. Effectively communicate payroll issues orally and in writing. OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Master's degree or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL. B or J.D., if related. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 1 full year of graduate level education. Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Specialized experience is defined as; Independent and thorough knowledge of payroll and accounting systems, VA Time and attendance system (VATAS), as well as the Defense Civilian Payroll System (DCPS) software and Defense Finance Accounting. Functional knowledge of accounting policy and system analysis procedures necessary to assess the impact of payroll transactions on FMS and other related financial systems Perform duties and assignments relating to general payroll, retirement, and TSP Matters. Monitor system processing answering inquiries from field station employees. Coordinate daily, weekly, and monthly reports within various sections of significant findings with appropriate recommendations. OR Education for GS-11: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related; OR Combination of Experience and Education for GS-11: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond a Master's or equivalent graduate degree. To be found well qualified, applicants must meet the following qualifications: For the GS-9: Apply basic payroll and accounting principles to assigned tasks to support efficiency and accuracy in a large, complex payroll environment under close guidance. Interprets routine regulatory and policy changes and assists in updating established payroll procedures or guidance with supervisory oversight. Analyzes straightforward payroll and financial data to identify issues and recommend solutions that improve local processes or daily operations. For the GS-11: Apply advanced payroll and accounting principles across multiple VA payroll systems to enhance organizational efficiency, data integrity, and productivity. Independently interprets complex regulatory, policy, and system changes and leads the development or revision of payroll procedures and guidance for field stations. Conducts in-depth analysis of payroll and financial data to identify systemic issues and trends and recommends or implements process and operational improvements with division-wide impact. Local Commuting Area: The local commuting area (for CTAP consideration) for this position is defined as a radius of 50 miles from the designated duty station. This position is designated as a Systems and Procedures Analyst located in a Call Center Team (CCT)/Phone Section, Call Center Division (CCD), Payroll Operations Support (POS) of the Financial Services Center (FSC), Austin, Texas. Duty locations will be determined upon selection.

Thorough knowledge of the Defense Civilian Payroll System (DCPS) software and Defense Finance and Accounting Service (DFAS). VA has over 300 field stations with approximately 376,000 employees. This knowledge is necessary in advising field station personnel in the application of complex transactions, as well as to answer queries from employees. Knowledge of various Payroll Personnel, Accounting, and Fiscal Manuals, along with publications of other federal agencies as they relate to the VA and DFAS automated Payroll and Accounting Systems. Incumbent is also required to have knowledge of various Payroll Personnel, Accounting, and Fiscal Manuals, along with publications of other federal agencies as they relate to the VA and DFAS automated Payroll and Accounting Systems. This knowledge is necessary in advising field station personnel in the application of complex transactions, as well as to answer queries from employees. The individual receives telephone inquiries from the field facilities on production problems that require immediate action. After facts are gathered, determine the appropriate steps that need to be followed. The inquiries may be received from Fiscal Offices, Personnel Offices, VA Central Office, and other Federal Agencies. Incumbent will coordinate various work functions of Payroll Technicians and other Systems and Procedures Analysts. Conduct training for new employees and perform on-going training as assigned by the supervisor; prepare standard operating procedures for both HRSmart and DFAS as a training tool and conduct on-site payroll training and travel required for various VA stations. Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
